My solution would be… go out and find a couple rocks, (obsidian works best, but many kinds of rocks would work, even artificial stone like porcelain…) and go on the internet and look up “flint-knapping.” Employ that technique on the rocks until you have at least ONE useable edge, (i.e., a hand-knife,) and then use the resulting edge to cut through the container on the blue-handled scissors. THEN use the blue-handled scissors to open the red-handled ones. SOLVED!
Failing that, don’t buy anything in that kind of packaging, and eventually, manufacturers will get the idea that when they put products in packaging that causes injuries and people can’t open, they’ll stop USING them.
P.S. I have a deep and abiding HATRED of that kind of packaging. I’d like to seal the person who created it inside a human-sized container of that type, along with about a hundred pounds of lead, and toss that person into the deepest part of the ocean. You know what? I’d even let him (or her) have a pair of scissors… provided they’re encased just as BUNI’s are. And nothing else.
Okay… maybe I’m not quite murderously angry about that kind of packaging, but I have been injured trying to open that stupid crap before. I literally won’t buy anything wrapped up like that now, unless there’s LITERALLY no other choice.
Last time I did it, I actually stopped during checkout and demanded, (or I wouldn’t buy them,) that the store’s personnel open it. The cashier obliged, which almost surprised me. That kind of packaging should be banned, though.
I agree wholeheartedly, Monty. Those types of sealed packaging are horrible and frankly wasteful. They are designed to be single use, and shred your fingertips open in the process.
I’m pretty sure that these packages now only used for scissors – and I think this is really ON PURPOSE.
(ok, IKEA(R)(TM) also uses it for some products for no apparent reason)
The edges of that kind of packaging is quite sharp. Perhaps he can cut one package open with the other one.

Be careful opening those, especially when you manage to break through the plastic — I’ve suffered some nasty paper-cuts trying to open those packages.
(Err… maybe I should say, “plastic-cuts” ?)
Honestly, I’ve found can-openers are pretty good at cracking open these cases.
I like to put fingers in that little tab hole on both sides and rip it open
